YES, the Ice Straw is cold! Think of it as a popsicle that you put in your drink but essentially looks like a perfect straw, lasts up to 5 minutes before you put in another (or not!), and cools your drink while it melts.
It's perfectly reasonable and possible to "pre-freeze" your Ice Straws so if you want, you can make an Ice Straw, keep it in the freezer, and then make another, allowing you to prepare for that special get-together or Sunday BBQ!
